Carol Reynolds

Carol Reynolds, MAI is professionally recognized as an authority on valuation, operational overview, and market feasibility for senior housing and healthcare across the United States. These include psychiatric hospitals (adult and adolescent), rehabilitation hospitals, assisted living facilities, group homes, acute-care hospitals, CCRCs, independent living and active adult communities.

Carol holds a Bachelor of Science in Real Estate from Georgia State University, obtaining her MAI (Member of the Appraisal Institute) in 2000 and her CCIM (Certified Commercial Investment Member) in 2002.

Carol has extensive operational experience for independent living and assisted living services and is the owner/operator of the Cottages on Mountain Creek, a specialty neuro-behavioral center of excellence for adults living the mental health issues. Through Bright Path Program, Carol, along with the clinical team, oversee a senior memory care program within an assisted living setting, as well as clinical programs that include: Out-Patient services, Drug and Alcohol program, Specialized Programming, and After Care.

Carol also has experience processing the Joint Commission Applications, state licensing application, policy and procedures for assisted living services, as well as compiling residency handbooks for assisted living facilities.

Howard Wilson

Chief Operating Officer

Howard Wilson has worked for several international firms during his career, which include Crossway Capital, centered in Australia. Equity Capital out of London, and Prosperity Investment out of Germany. He has founded and partnered firms such as NuQuest, Inc. and the Cottages on Mountain Creek, where he is currently serving as the Chief Operations Officer responsible for medium and long-term corporate planning, as well as day-to-day management oversight of clinical and resident care staff for behavioral health services.

Mr. Wilson’s extensive financial responsibilities in the past included sourcing viable projects in a wide spectrum of industries requiring at least $100 million USD. He has vast experience in corporate governance, regulatory compliance, strategic planning and financial projections. He also assists clients worldwide in identifying and signing client companies that need guidance on capital raising, as well as exposure to planning growth for technology, oil, and energy companies.

Scott Reynolds

Director of Operations

In 1997, Scott Reynolds joined Province Consulting Group as a Researcher for senior housing and healthcare.  In 2016, he joined the Cottages on Mountain Creek and Bright Path Program as the Director of Operations. Scott brings a wealth of knowledge and experience from working at Byers Engineering as a CAD Operator.

Scott oversees the CNA staff, the IT Department, and the physical plant. He manages all aspects of staffing and operations surrounding licensure, including the Joint Commission.

Scott Reynolds received his Bachelor of Science in Aeronautics from Embry-Riddle Aeronautical University.

Medical Director

Louis Adolph Casal, M.D. is currently a staff Psychiatrist-Liaison Psychiatry at Children’s Healthcare of Atlanta (1998 to present). Dr. Casal is an Adjunct Assistant Professor of Psychiatry and Behavioral Sciences at Emory University School of Medicine (September 1998 to present) and has a private practice for adults.

Past endeavors included being the Organizing Director for Private Bank of Buckhead (January 2005 to January 2017). During this tenure Dr. Casal planned and raised capital, recruited team members, opened and grew the bank and profitably sold the bank.

Dr. Casal is a Board Certified Diplomat of the American Board of Psychiatry and Neurology: General Psychiatry (April 1996-2006) and Child and Adolescent Psychiatry (1996- 2027), as well as an American Board of Psychiatry and Neurology Examiner.

Edward Handy, LMHCS

Clinical Director

Edward Handy is an experienced professional in clinical and operational Healthcare Program Development. He spent 29 years as the Assistant Professor of Clinical Psychiatry, with specialty in Community Psychiatry at the University of Vermont Larner College of Medicine, Department of Psychiatry.

Mr. Handy’s extensive expertise in designing and developing integrated behavioral health programs, includes In-Patient and Out-Patient Program Design (IOPs), Partial Hospital Programs (PHPs), Out-patient Clinics, Faculty Practice Development, and Comprehensive Evidence-Based Clinical Continuums-of-Care. He has also developed clinical architectural design for psychiatric/neuro-behavioral units with coordinated out-patient components.

Ed was the Principal Clinical Program Designer for Park Royal Hospital in Fort Myers, Florida, a free-standing psychiatric hospital which opened with 76 beds and has expanded to 104 beds. There, Ed provided clinical advisement on Curriculum Design (in-patient and out-patient units), Medical Attending Staff Development (Psychiatrists and Hospitalist: recruitment/contracting and By-Law Composition), and Regulatory Compliance (State, Federal and Hospital Accreditation).

Ed Handy also has experience processing the Joint Commission Applications, as well as Policy and Procedures for assisted living services.
